Has anything changed since you were last able to access the Import/Export function? Are you now on a different phone? Same phone but upgraded to a newer version of Android?
When you are in your Contacts app, do you see the typical things in its Menu (selections like Delete, Accounts, Settings, etc.) and it's just the Import/Export option is now missing?
