Photo Media DB Management Utility Required

I have seen lots of discussions about Photos being in the Wrong Order when using Gallery.
Virtually all the answers I have seen suggests using a different App to view photos, e.g. Quickpic
That work fine for viewing the photos on the Mobile device.
However SKY TV, over a year ago, introduced a mean of "casting" photos onto a TV, using their SKY+ App.
This is excellent, except that displays photos in the wrong name order, presumably because they are not ordered correctly by name in the Android Media DB. There is no option in the App for specifying an order.
The wrong order is actually predictable and I have developed my own DOS BAT file to automatically prefix my photos in a Folder ( Album ) with a number, before transferring them to my mobile device ( tablet or phone ) - this results in the correct order when using the SKY+ to display the photo set to a TV.

However, a far better solution ( for anyone to use ) would be to organize the photos in Android DB in the correct order, so that both Gallery and the SKY+ App would display them in the correct order ( by name ).

Is there any App out there which can manage and reorganize photos in the Android Media DB ?
