When you do a reset in google account in Android device and doing a factory reset in the device recently this problem arises.
You will be able to login after 24 hours in Android google play edition devices and able to login after 72 hours in Android one devices.
This is a google set up for the safety of Android devices above 5xx versions.
After the" safety" period is over
Log in with the account that is currently existing in the device.
